Welsh funding allocations 2004-5

 

Overview

Total funding for higher education institutions in Wales in 2004-5 will increase by 3.4% compared with 2003-4. All higher education institutions will receive an increase at or above the forecast rate of inflation, with the exception of the Centre for Advanced Welsh and Celtic Studies. While overall funding for teaching will rise by 4.1%, total funding for research will be cut in real terms.

Teaching

The unit of teaching resource per student in Wales in 2004-5 will increase at the rate of inflation, at just below 2.5%, compared with 2003-4.[1] In Welsh higher education institutions, funding for teaching in 2004-5 will increase by 4.1%, compared with 2003-4 (Table 1). The Welsh Assembly Government is planning an extra 550 funded full-time equivalent student places in 2004-5.

Research

The main funding grant for research, QR, is being cut in 2004-5 by 6.7% in cash terms, compared with 2003-4 (Table 2). From 2004-5 HEFCW is only providing QR funding for departments which received a 4, 5 or 5* rating in the 2001 Research Assessment Exercise. As a result, three institutions (North East Wales Institute of Higher Education, Swansea Institute of Higher Education and Trinity College Carmarthen) will have all their QR funding cut in 2004-5. Other institutions face cuts of up to 50% in cash terms. Only Cardiff University and University of Wales College of Medicine will be receiving QR funding increases above the forecast rate of inflation.

HEFCW is providing £4.1 million in 2004-5 under the new Research Investment Fund. This will be allocated to higher education institutions achieving a rating of 3a in the 2001 RAE, or 3b if the latter represents an improvement on the 1996 RAE rating or a new rating in 2001.

Together, QR and RIF funding in 2004-5 equal QR funding for 2003-4. This implies an overall real terms cut in research funding in Wales for 2004-5 of 2.5%.

Funding for postgraduate research training in Welsh higher education institutions will increase by 1.5%, which is below the forecast rate of inflation.
