Further addition to agreed protocols for a return to face-to-face working in FE in Wales

Ychwanegiad pellach i'r Protocolau y cytunwyd arnynt ar gyfer dychwelyd i weithio wyneb yn wyneb yn AB yng Nghymru

Cam un o'r broses ddychwelyd o 22 Chwefror 2021 

1. Bydd cyflogwyr ac undebau llafur yn cydweithio i sicrhau y caiff y staff sy'n dychwelyd i'r gweithle eu cefnogi a'u galluogi i wneud hynny drwy system o weithdrefnau gweithredu'n ddiogel sy'n seiliedig ar asesiadau risg lleol.  

2. Caiff unrhyw broses dychwelyd i'r gwaith yn ystod cam un, rhwng 22 Chwefror a dechrau cam dau, ei rheoli mewn modd sensitif sy'n ystyriol o unrhyw bryderon unigol posibl a all fod gan y staff.

3.  Dylai aelodau o staff sydd â phryderon penodol ynghylch cais i ddychwelyd i'r coleg neu i weithle arall drafod â'u rheolwr llinell. Caiff cyngor ac arweiniad eu cynnig ym mhob achos. Lle y gellir darparu tystiolaeth sy'n dangos bod 'risg uwch' i'r aelod unigol o staff neu ei deulu, ni fydd yn ofynnol iddo fod yn bresennol yn y gweithle. 

4. Mae'r amrywiolynnau newydd sy'n cylchredeg yng Nghymru ar hyn o bryd yn ei gwneud yn ofynnol i gael 'unigolyn cymwys' i gynnal asesiadau risg newydd, gan wahodd cynrychiolwyr iechyd a diogelwch lle y bo'n bosibl. 

5. Rhaid ystyried y dystiolaeth sy'n dangos bod cyfnewid aer yn rheolaidd yn hanfodol i sicrhau amgylchedd gwaith diogel. Yn ystod cam un, lle nad yw'r mannau addysgu wedi'u hawyru'n addas, rhaid cyfnewid yr aer ym mhob man addysgu drwy agor y ffenestri'n llydan agored bob ugain munud er mwyn diogelu rhag gronynnau heintus.

6. Dylem ddefnyddio dyfeisiau cludadwy i fonitro carbon deuocsid, gan fod hyn yn gallu bod yn ffordd dda o weld bod angen awyr iach mewn mannau caeedig. Lle bydd yr unigolyn cymwys yn nodi man addysgu o'r fath, dylid cynnal asesiad risg gyda phrotocolau i sicrhau bod amser i gyfnewid yr aer yn y mannau hynny cyn i'r sesiwn addysgu ddechrau.

7. Nid yw gwisgo gorchuddion wyneb yn fesur lliniaru addas yn lle mannau addysgu sydd wedi'u hawyru'n ddigonol. Fodd bynnag, caiff awyru fawr ddim effaith, neu ddim effaith o gwbl, ar lwybrau trosglwyddo drwy ddefnynnau neu gyswllt. Felly, mae'n rhaid i'r holl ddysgwyr a staff wisgo gorchuddion wyneb o safon ofynnol sy'n defnyddio o leiaf tair haen yn ystod cam un. 

8. Rhaid sicrhau bod gweithdrefnau addas a digonol ar gyfer glanhau ar waith ac yn cael eu cofnodi ar ffurflen briodol, gan gynnwys amseriadau'r protocolau awyru. 

9. Bydd yn ofynnol i'r myfyrwyr a'r staff sy'n bresennol yn y coleg gydymffurfio â'r gofynion a'r systemau gwaith diogel a roddir ar waith, a helpu i sicrhau y caiff y canllawiau ar gyfer dychwelyd i'r coleg eu dilyn.

Dylid defnyddio'r ychwanegiadau hyn a'r protocolau sydd eisoes ar waith ar y cyd â Chanllawiau Llywodraeth Cymru ar weithredu'n ddiogel dysgu ôl-16 (fersiwn 3.0 ar adeg ysgrifennu).

Phase one return from 22nd February 2021

1. Employers and trade unions will work together to ensure that staff returning to the workplace are supported and enabled to do so via a system of safe operating procedures based on local risk assessments.

2. Any return to the workplace for the duration of phase one, from 22nd February until the start of phase two will be managed sensitively and in a manner mindful of the potential individual concerns and anxieties of staff.

3. Staff with specific concerns or particular anxieties about a request to return to the college, or other workplace, should speak with their line manager and support and guidance will be offered in each instance. Where evidence can be produced that supports an 'increased risk' to the individual member of staff or their family, they will not be required to attend the workplace.

4. The new variants circulating in Wales currently require that the 'competent person' conduct new risk assessments, inviting health and safety reps where possible.

5. Account must be taken of the evidence that regular air exchange is crucial to ensure a safe working environment. During phase one, where the teaching spaces are not suitably ventilated, the air in each teaching space must be changed by opening the windows wide every twenty minutes, to protect against infectious particles.

6. We should use portable carbon dioxide monitors as this can be a good indicator of the lack of fresh air in an enclosed space. Where the competent person identifies a teaching space like this there should be a risk assessment with protocols to ensure time to change the air in those spaces, before the teaching starts.

7. Wearing face coverings is not a suitable mitigation for properly ventilated teaching spaces. However ventilation will have little or no impact on droplet or contact transmission routes. Therefore, face coverings of a minimum standard of three layers, must be worn by all learners and staff during phase one. 

8. Suitable and sufficient cleaning procedures must be in place and recorded on an appropriate form, including the timings of the ventilation protocols.

9. Students and staff attending the college will be required to comply with the requirements and safe systems of work put in place and to help ensure the guidance for the return to college is followed.

These additions and the existing protocols should be used in conjunction with Welsh government's guidance for safe operation of post-16 learning (version 3.0 at time of writing).
